Potable water is such a basic need but not all barangays in the country have it. The Sagana at Ligtas na Tubig Para sa Lahat (SalinTubig) project is one of the flagship programs of the Aquino Administration spearheaded by the Department of Interior and Local Government. It is designed to provide water supply systems to 445 waterless municipalities all over the country. Other targets are waterless barangays, waterless rural health units or lying-in clinics and waterless resettlement sites.
