Senior Inspector Rey B. Morcillo, the Community Precinct Commander of Police Community 3 in Culiat, Tandang Sora—one of the most active police stations in crime fighting—believes that the Philippine National Police’s (PNP) Oplan Lambat Sibat has greatly strengthened the country’s efforts to curb criminality.
Oplan Lambat Sibat is a reinvigorated crime prevention effort of the Department of Interior and Local Government that was introduced by former Secretary Mar Roxas.
“Ang pagpapakilala sa amin ng ‘yang Lambat Sibat sa kapulisan natin, ‘yung mas pinaigting ‘yung kampanya natin laban sa kriminalidad,” PSI Morcillo stated with conviction.
When asked about the impact of Oplan Lambat Sibat in terms of progress in crime prevention, PSI Morcillo, who introduced the crime trend or weekly monitoring of incidents done by the police, proudly illustrated the reduction of crime incidents. The crime trend showed that crime incidents have decreased by over 50%.
“Noong hindi pa [na-implement ang Lambat Sibat], nag-a-average kami ng nasa 13 to 19 cases weekly,” he recalled. “Noong naimplement ang Oplan Lambat Sibat, nag-a-average na kami weekly ng 7 to 9 cases of incident. So bumaba pa.”
PSI Morcillo has gone on a number of Lambat-Sibat operations, including an unforgettable operation in the Salaam Compound in Barangay Culiat, Quezon City. There, he and his men successfully confiscated over 17 undocumented motorcycles, seized replicating machines used to manufacture pirated CDs, and arrested numerous wanted personalities charged with violations.
The citizens under the watch of PSI Morcillo’s station also appreciate the positive effects of Oplan Lambat Sibat.
“Diyan nila nakikita na nagtatrabaho talaga ang mga kapulisan natin,” said PSI Morcillo. “At the same time, may mga action talaga na ginagawa. Kaya nga bumababa ang mga krimen. Nakikita talaga nila na. Nararamdaman nila ‘yung presence ng pulis natin na nasa field.”
Currently, Oplan Lambat Sibat is implemented in the National Capital Region, and is being cascaded to Regions 3 and 4-A. With his personal experience with the operation, PSI Morcillo recommended that it be continued and implemented to the whole country.
“Naramdaman din namin ang pagbaba ng crime sa aming area simula ng na-implement ‘yang Oplan Lambat Sibat na ‘yan. So kung para sa akin lang, uubra ‘yan. Magandang-magandang ma-implement sa buong bansa.”
