Zamboangeños cheered yesterday (September 3) in Dipolog City as Secretary of the Interior and Local Government Mar Roxas officially turned over the Performance Challenge Fund (PCF) check worth P7 million to the provincial government of Zamboanga del Norte, headed by Governor Roberto Uy, and to the officials of the Department of Interior and Local Government (DILG) Region IX.
The PCF is awarded to local government units (LGUs) that acquired the Seal of Good Local Governance (SGLG), the most prestigious recognition for an LGU’s transparency, honesty and diligence in their delivery of services to ordinary citizens.
“Ang kinabukasan, hindi basta-bastang nangyayari. Ang kaginhawahan, hindi basta-bastang dumadating. Kayo, tayong lahat, tayo ang gagawa ng ating kinabukasan, ng ating kaginhawahan,” Roxas said during his speech.
The DILG IX will be the one to turn over the PCF checks, which will fund local projects in the winning towns, to the municipalities’ officials.
The SGLG is given to local government units that were able to demonstrate excellent internal housekeeping. To win the award, an LGU should garner top marks in its six basic components: 1) good financial keeping, 2) disaster preparedness, 3) social protection, 4) business friendliness and competitiveness, 5) environment management, and 6) peace and order.
According to Roxas, the provincial government of Zamboanga del Norte had successfully raised the bar in good governance in Mindanao, and that the Zamboangenos truly deserve the prize of an honest government’s efforts to abide by Daang Matuwid’s ideals.
“Lahat ito, hatid ng Daang Matuwid na siyang kinalalagyan natin, at kung saan Zamboanga Norte ang isa sa pinakauna, pinakamahusay na tumatahak sa Daang Matuwid,” Roxas said.
“Maganda ang simula, malayo na ang narrating natin, magpatuloy tayo sa Daang Matuwid para sa magandang bukas nating lahat,” he concluded.
